If Delta is what they promise and it does well then I think we will see more remakes of the old titles. I think it is safer for them to do remakes then try and expand on the world at this time.
I also think them trying to say Rising isn't canon would be a mistake. Anything that deviates from what Kojima established for the world he created is going to alienate the primary target audience who are invested in MG.
Your other option, I guess, would be to set it in the Rising world, and make it clearer than ever that you stand zero chance if the machines detect you. As in, they're completely invincible to your weapons and the eventual goal is to shut them down from the server or something. Which wouldn't jive super well with the Solid formula of alternating Stealth with boss fights, unless there could be some plot reason that the bosses don't want to alert the machines either.
This is of course if they are brave enough to do so/there are no actual legal discourse around said content. As Michael Gordan stated, they will probably remaster the most successful and requested games such as MG1, MG2, MGS1, MGS2, Peacewalker, and the Portable Ops games. If they make them roughly 1:1 with the same voice actors (with the exception of the MG games), and change NONE of the characters it should be a success.
They can have the assets but engine ( fox engine ) belongs formally to the Kojima, and they have no rights to using it, Kojima been really smart with this one by stamping his name on it. Konami cannot using it so the Kojima as well, due of discontinuation of his work for them. One of them need to give rights for continuation of using it, and of course because of relationship between of them u can forget it. MGS3 remake is on Unreal Engine 5, so the next titles will be on the same engine more likely.
Konami had been using the Fox engine long after Kojimas departure from the company. They only recently (few years ago) stopped using it in favor of UE.

If it were up to me,I'd say disable all those nukes,Chapter 3 depends on it...
