However, MGS3 is also a prequel to the rest of the series, so you won't be lost story-wise if you choose to play this game first, you'll just miss out on some references here and there.
I love the Metal Gear series, so of course I would recommend you play the other games first before this one comes out (if a recent GameStop tweet is to be believed, this game will be out on November 17th). If 2D games aren't your thing, you can skip Metal Gear and Metal Gear 2: Solid Snake (though MG2 is absolutely fantastic), but you absolutely should NOT skip Metal Gear Solid and Metal Gear Solid 2: Sons of Liberty if you plan on playing the other games prior to this one.
If you only care about being able to follow the story, no you don't have to play the other games before this one, but I'd recommend it anyway.

Now to be honest, I prefer people to play in release order to get the same story as they came out for full effect, due to alot of call backs or jokes that will get referred, but even if you play in chronological order. You will not miss out on anything important.
