Emphasis on "most" complete. If they just release the same thing that was in the Legacy Collection, the statement doesn't hold.
My guess: Vol 1 is MGS 1 2 3 + MG 1 & 2; Vol 2 is MGS 4, PO, PW, Vol 3 is Acid 1 & 2, Snake's Revenge, Ghost Babel, and the Digital Graphic Novels.

The game was a total flop, if you paid attention to what games get re-released, remastered or remade, you'd notice that it's always successful games, they don't do this kind of thing for flops.
And then there's possibly a rights issue since the game was made by Silicon Knights while under contract with Nintendo and considering the game was a flop, Konami aren't likely to see it as worth dealing with.
