No Rest?

I've tried to track down any information at all about how to rest.
When my character is short of stamina and I'm in the town and not in combat, I'd try to rest at the tavern.

Am I right in assuming that's not possible? It seems that the answer everyone is sharing is "just chug a potion"

That doesn't make any sense frankly. What's going on here? I see that you can pay $200 to the friar to fill all your bars immediately, but that's obviously not the same thing as resting in the town.

What am I missing here? Are all characters in Inquisitor insomniacs?

It seems paradoxical that Standing around doing nothing would recharge your Stamina bar, but something like a good nights sleep would not.

Also seems rather unusual that during conversation (which is much of the game) your stamina does not recharge, even though you ARE standing around doing nothing...

Seems we just can't win here.

I did discover 1 thing which is somewhat helpful... The shopkeeper in the church (Dominicus) will fill all of your bars for no charge. So, it's essentially the same thing I was looking for.
