Yeah you do - You start out with Maya and Marcus as playable characters. The rest will come along eventually - Faster if you take them along on missions (which costs you points in the short term)
Later on you can temporarily recover the lost Max Stamina through special drugs and calling up a doctor for a bit of therapy.
Helping your "people" with missions will also improve their relationship with you - It's perfectly possible to make friends with everyone.
Just keep in mind that everyone in the game has their own traits - Some are better at combat than others, some run better. Some have... witty commentary. You'll need to train each of them if you want them to perform equally. :)
