报告翻译问题
I started at Kirkman's residence with too few people and it made me recruit more survivors before I could even fix the inside rooms.
Strange bug though...

YMMV, but for me it seems to happen only when I first establish a new base on a new Breakdown level.

This might seem obvious, but are you sure you're trying to establish an outpost in a "regular" building? In other words, the game won't allow you to use other bases as outposts, so if your HQ is the church and you're trying to use Kirkman Residence as an outpost, it won't work.
Likewise, you can't turn construction sites or those small storage shed type buildings into outposts.
I suppose it is much after the fact, but I feel like greying out options that aren't available yet would help people progress through the game since there is no tutorial; or perhaps being able to set up a single outpost from the ranger station base.
I feel kind of foolish that the solution was so simple, but I wasn't able to find any guidance about that mission being a pre-req anywhere.
This is somewhat embarassing, but I have more than 400 hours in the game, I'm deep into Breakdown (level 16 IIRC), and every now and then I find small camps and other resource spots that I hadn't seen before.
There's a surprising amount of stuff deep in the woods, in swampland, along the river, and in little pockets of the map.
