Start new game.
Move to level two and someone is usually sick.
For some reason they dont get better and you can actually get the mission activated.
I never got him on my first playthrough, but as soon as I started new game and moved, he became available. ( Even had Doc with me at the time )
When I had to do it I found a video and the major point was taht it has to be one that is not your friend.
So what I did was starting a new game level 6 and got the 2 non friends sick didnt bother to move to a base or house.
