Is Snyder Trucking Warehouse Bugged??

Is Snyder Trucking Warehouse Bugged? This Workshop will not randomly clear up into a Machine Shop.

I've read that the upgrade is random, but I so I've moved to Savani and back, and then backing up my save and reloading it 3 times to see if it would turn into a machine shop. But it won't.

I've read that some people can even get a munition shop merged into the machine shop somehow.

I do notice that I get refrigeration from my warehouse...

Is there an easy fix? I heard there was a mod where you can fully upgrade all prefabbed build areas. Anyone know if this works and the name?

Sidenote: I never got that army mission where I call in mortar fire...part of the bug? I haven't played through the entire game yet.

Prebuilt areas can not be trashed and can not be upgraded. Personally, I just built a second workshop and upgraded that instead. I really wish you could trash the prefab stuff eventually to make a library or something but meh... I got used to only building certain buildings.

I usually got the machine shop at Snyder but once got the vanilla workshop so i had a fleet of limpy cars. i know its random but rather than build a second workshop i moved to the Fairgrounds. i liked it there despite all i heard to the contrary. sure you get chewed up just going to the parking lot on occasion but it's highly defendable and huge. and guns, lots of guns, so shut up, Lilly.
you should get the mortar army mission after you meet them favorably and they ask you to do a bombing surey and THEN help sgt. Tan clear a field to help survivors. that's his reward to you. if you passed that and you still can't do it i'd say its a glitch unless you aren't using the special mortar locator markers which i admit are sparse.

I made a second workshop at Snyder as the internal one wasn't upgraded, so that i could fully repair vehicles. However when I recently started Breakdown and subsequently moved into Snyder I started building a second workshop without realising that the internal units might be upgraded randomly. It so turned out the Internal Workshop was upgraded to a Machine shop, so I removed my external workshop. What is odd though, I still get tips to upgrade my workshop!?

Everytime I go to the truck stop, the workshop is ALWAYS a fully upgraded machine shop.. Maybe im just lucky?!?
