Turn off tooltips

This might have a simple answer but is it possible to turn off tooltips in this game?

It's incredibly annoying watching the same damn tip pop up repeatedly for no reason other than to pop up repeatedly. Theirs no need to tell me how to drop a rucksack over and over and over when theirs no sane rational reason to do so.

I don't mind messing with the game files just as long as I can turn them off.
