The facilities are static. Anyone who's said they randomly happened upon a home site with different facilities were either confused or trolling.
You can MOD your game so they have these features starting out.
your comment is incorrect. specific to snyder's, there is a chance (because of a bug) that it can spawn a machine shop or basic workshop, and originally, (before it became bugged), did spawn a machine shop. there is another bug (possibly not been fixed) that labels the snyder food storage as "Alamo" (Alamo base has refrigerated storage) and thus, many players had assumed that snyders was also refrigerated. To the best of my knowlege it is not, nor can it be, though it could be different now, as both bugs are supposed to be fixed.
playing the game recently, i can tell you that snyder's has both spawned a basic workshop AND upgraded machine shop on different breakdown levels. so it appears that the bug still lives.
OP. snyder's should spawn with machine shop and will not spawn with refrigeration. but there is a possibility you might get the basic workshop instead.

addendum: the above is with regards to snyder's trucking warehouse. it is correct that all homesites that have "built in" facilities are static, and cannot be upgraded.
Thanks for the info, which completely answered personal's query. Current playthrough have a machine shop pre built in, and trucks fully fixed every in-game morning. With a net-positive on materials, food, and (bio) fuel by a wide margin, fridges are nice to have, not a must have.
As for MODs, personally only does character skin mods or complete game mods, and imho, seen no HOTD skins, anime skins, or complete new game mods for this. Daryl Dixon's skin looks very nice, might give it a go when there are other TWD skins.
