I recommend 2 which is mean 16 Survivors or you can add 20 max.
Theres not really penalty except when Survivors with "Tired" on it stats may took 2 days or more to fully regenarated.
it all depends were you go first in BD as your first camp and if you plan to stay or just get to snyders as soon as poss, in BD i generally head to snyders asap and then make the base depending on what built in facilitys are there and at snyders youd want 2 bunks minimum.
But its still better then building a garden, a dinner place or a foot storage. Once you have researched everything in a library, its better to go for beds as well, since research carries over from one level to the other.
Nah, library generates 3 ammo from it's ability. Worth keeping around. Plus you get the XP bonus to wits, which more than pays for itself.
Having high wits realy is only useful in my opinion, if you want to have a ninja, and directly train someone to become one. Else anyone in my core group of survivors that i took on the RV had wits 7 eventualy after playing 1-2 levels of breakdown.
And its only good to scavenge faster, and quieter, and maybe sneak a little faster if the survivors a ninja. A trait i never considered important, except for the beginning of a level, when i take my ninja to grab outposts fast.
