Report a translation problem
There should be a few parking spots. Open your facilities menu and you'll see where the spots are relative to the inside of the base.
Usually they're marked by parking lines, or at least parking signs (small rectangular signs somewhere along the perimeter).
That, and I heard that they patched the Warehouse so that it's only a Workshop, not a Machine Shop (so it'd only repair minor body damage and not engines).

You don't need one to work on the cars, but you do need them to use the Power Tools.
I don't think you can. It's a built-in facility so it's locked to its current upgrade tier.
I guess it's to make it even since the Fairgrounds can't upgrade their Watchtower, so now you have to choose between having free ammo from the Shooting Platform in the Warehouse, or the ability to repair vehicles at the Fairgrounds.
You check their character sheet with Tab. It'll tell you if they're an Expert in something (medicine, tools, etc).
I've always been able to upgrade straight to machine shop with only Materials, no need for Tools Expert. Again, you only need Tools Expert if you want the upgraded building rate.

The Warehouse has a built in machine shop. It repairs all damage to vehicles, providing you have the requisite expert able to work on them. MACHINE SHOP. It repairs every single one of my cars every single day, and always has. You do need the Tools expert there, however.
You also need to have them parked there "overnight." Which means that every 'in game" morning, your stuff should be fixed up, providing they're in the parking spots, which it looks like they are, Pickle.
EDIT: Ahh nvm I figured it out. Man Im missing a lot of things to be able to repair cars. Ill just have to drive more carefully until then.
