outpost are just safe zones that may give you a small but steady amount of resources, you cant build on them
As far as slots for building the base "modules" each potential base has a set number of blank slots for you to fill and one or two preset slots that are already selected and cant be upgraded beyond the default module which makes you choose between a base with a lot of slots but a crappy repair shop you cant upgrade. Or one with a crappy kitchen ect...
The outposts are for setting up "buffer zones" around your base. Zombies and Freaks cannot spawn in the white area inside the red ring at outposts. You can also use the base management menu to set up traps at your outposts to destroy hordes that wander past the outpost. Hordes cant spawn inside of "safe zones" but will eventually wander into them. Besides using outposts as a spawn buffer around your base you can set up outpost in remote locations far away as safe havens where you can go inside and get supplies from the lockers if you are in danger. The supply lockers your enclave own act like Resident Evil 2 item chests as in they are all interlinked vie item teleporter. Lockers in other groups enclaves however arent linked to yours and only show what they or you have feed directly into that one locker. Now if you build an outpost in a spot that has some kind of known resource in it (Ammo, Materials, Food, ect..) if you outpost that structure then it will trickle feed those resources into your home base resource pool once a day and you dont have to worry about dragging the crap back to base or sending someone else out to get it.
You need to clear out the structures and then use the radio to move bases. The larger structures have prerequisite population needs before you can move into them. The warehouse and fairgrounds require something like 15 people in your enclave before you can move in.
