The LONG answer: Yes. As long as it's not on the same level (Of the same playthrough,) then they can respawn. Any character that dies on one level doesn't affect if they are there or not on the next. You could lose your main character on level 1, 5 seconds in, and on level 9 you could see them again. Sooooo, yeah you are 100% correct in the scenario you stated: You could get them again. Basically, these are the only reasons you may not see the hero.
1. The hero died on the level you are currently on. They will not respawn until you move on, or start a new game.
2. The more heroes you unlock, the bigger pool of characters to choose from when creating an enclave. That being said, it's all random on if you even GET a hero from an enclave or not.
3. You already have the hero. Self explainatory and everything, but still one of the reasons.
4. This is actually a play off the #1 slot. If the person is a part of an enclave and not yet part of your group, if they die on a mission or due to some other reason then they STILL will not be able to respawn until you either start a new game, or move to the next level. Figured I'd mention that, since technically they're not part of your group yet.
