Looking for a Mod (Hero Editor) for old (Breakdown/Lifeline) not YOSE

Hey I loved this game ever since I saw it at PAX years ago. Anyway I've pretty much gotten to self-sustaining bases and was trying to get some more customization out of the game. I recall somewhere about a hero editor so you can change names, skills and what not. I currently have Infinity and Beyond and rucks in trucks mods.

I have not been able to find the hero editor (my search fu is weak apologies!) and was hoping someone here could steer me towards it.

P.S. not running YOSE. I may pick that up to see the differences (I'm sure it's harder) once it goes on sale. Still getting lots of mileage out of the original version...

This is probably what you are thinking of, but it's heavily deprecated and doesn't generate the proper XML/BMDs anymore (rumor, not personally tested).
