Jae companion quest (spoiler)

I try to do the Jae side quest "Mercatum Tabula Offciale".. I already have to first seal from Dagonus and need the second seal from Janus. The guys there told me to look in the Winterhold realm (Langreen's Belt, Nameless star, Forgotten twins) for the seal in the possession of pirates.

Where can I find the seal?

I am trying to find it too. It is not in any of those systems.

For Janus you need to talk to Atilius Qunit. He is sort of south from the middle of the map next to a lion statue talking to 3 servants.

The Dargonus one is in the ancient bunker on Oasis V in the Nameless Star system and you have to take it to Clementia Weserian on Dargonus before you can turn in the quest.

Where to find the Dragonus seal? Or it is the administrative palace rigamole that you need to perform different actions to get people out so you reach the person? Or it is a second part to that quest?

Where searched top to bottom before I had Jae and couldn't find anything. Anything else that I need to do?

I made the mechanic where you skip the queue before I had the second seal. So the mechanic doesn't trigger anymore when I enter the room with the many petitioners now in the Administratum hall

I made for the first time to skip the queue. Peacefully and nicely.

Yes the event triggered for me too early and I'm not able to finish the quest
