Nope. Gladly I take saves from all level Ups :)
Here is the Character when I got to Level 10.
As you can see, he started with Strength 30, took one +5 advancement in character generation and took further two +5 advancements when leveling.
Here he has Strength exactly at 45 but is not able to take Heavy Armour Proficiency.

I The last pic is when levelling from level 9 to 10 with a strength of 45. I thought exactly what you suggestet and played further to get him to Strength 50 and still no luck at taking the proficiency.
Once again the Math:
Base Strenght 30
One +5 advancement in character generation = strength 35
Two Strength advancements while Leveling to Level 9 = Strength 45 - can't take HAP
Taking another +5 adavancement = STR 50 still can't take HAP
Besides, it doesn't make much sense that STR advancements taken during character generation are not taken into account for the preequisit of STR 45 for this proficiency.
It is bugged, that much is clear, but as some people seem to have been able to take this proficiency on their MC I would really like to know how to do it.
Further, I've basically decided to go Fighter all the time now so i can get that hvy armour perk without all the hassle
Anyway, the horse is already quite dead and I've given up on this issue.
Are there any news around regarding a patch?
Following that logic, I should be able to take the proficiency then, if the character has STR of 50, right?
If you have any modifiers to your base strength in your character background (such as the bonus from a Deathworld homeworld) you can't unlock HAP, period. It's a known bug. Only way to get it in that case is Toybox.
Brought him to STR 45 - didn't work
Another player suggested you have to discount the initial advancements you take to STR when calculating the requirements for HAP
Brought him to STR 50 - didn't work.
The only think I can think of to make this work is by starting ou with a butt-naked 30 STR in character generation.
I also manage to get this Heavy armor talent on one of my playthrough, but can't anymore after that one. the only diffrence I remember that I did in this particular play in regards to get this talent is that I was in very late in game/High Character level and I got the talent while progressing the second doctrine(vanguard), it was also a death world character too.
EDIT: I uploaded some screenies on my profile with my char having heavy armor prof if anyone is interested.

STR 45 and he can pick HAP whenever there is a Talent option available.
For shi*s&giggles I tried the same with Argenta. As Hunter you could pick STR and I upped her to STR 45, but wasn't able to take HAP.
Were you ultimately able to pick Heavy Armor Proficiency?
If not, somebody suggested an alternative solution by picking 1 level-up of "Athletics" before you try taking "Heavy Armor Proficiency".
