Personally I think that if you already have L.A Noire you should go for C&P so you can enjoy both experiences.
In any case here are my thoughts:
1. L.A Noire. it has more cases, and has side missions. Plus if you are into achievements, L.A Noire has a lot more of them.
3. L.A Noire. In Crimes & Punishments you don't really explore much, you are confined to sevral specific (mostly small) areas at all times (invisible walls and all that). In L.A Noire you have an open world.
4. Same replayability value; Although once you finish L.A Noire and the main protagonist story it can kinda ruin it when you know what's going to happen next :P
(C&P doesn't have a real main story, and is just a case by case game)

I like LA Noires setting and open world significantly more but still i found C&P more enjoyable as a whole. There is definitely something in this deduction approach and the diversity of cases.
Overall however, if you want a proper detective game go for C&P.
If you prefer GTA style with more focus on story go for L.A Noire.
I didn't end up buying either. I bought a few other games instead.
