Back after a while away from the game - Neutral AI Tribes question

When I left the game it was possible to attack a neutral AI and then take away its "workers." Now I find them bundled into a camp that I cannot access.

Is there now a way to extract these units?

I particularly want to know because the game started putting new units into a captured settlement that I am squatting on. Thus, now I get to pay for food to support 3 units that I cannot access!!!

as far as the units go, that is one of the many bugs that will never be fixed.
