Attacking neutrals
Why can't I attack a neutral stack? Also, I can't move past it.

Does your stack include units that can't attack? Explorers for example have combat strength and can defend but cannot attack. Also, certain clan traits might prevent a clan from attacking (IIRC there are some happiness/morale conditions that prevent attacking as well.)
