Cannot pack up settlement

The button to pack up my settlement is grayed out. It has been for the past couple turns. I am not training anyone, and I have not declared a kingdom, Is there some limitation on when you can move?

Probably low morale or everyone is drunk. Might need horses or slaves to pull carts too?

Hmmm, that does sound weird. Can you email a save file to [e-mail] and I can take a look at it?
