You need to use W,A,S,D or controller to move the bite and keep it near the fish to hook icon appear over fish. Follow the fish for a while until it get the bite, then press the reel button to get it from water.

I haven't had any trouble on the steam deck, so I can't help there but if the fish isn't biting you need to catch the local bugs and use them as bait. So the caterpillars in the starting area and the grasshopper things in the forest.

You need to wait for a moment when fish is interested in your bait, then camera starts to follow the fish (and in that time you need to use your controls - like the way you move character - to move the bait and follow the fish). Maybe the bait is wrong for that kind of fish? Try with green bugs/caterpillars in the first little river bank behind the house. It works there for sure.
