I went back and talked to red again and typed in "brother" hoping he would tell me how to get to him and he freaked out about us knowing that him and Ray had some black market rad suit business going and gave me the rad suits if I didn't tell on him.
It was terribly jarring to go from so many reasonable previous quests progressing so smoothly to run head first into this brick wall. And in the line of the main storyline. This kind of confusion and frustration would be much more forgiveable for me if it were a sidequest. Both frustrating and disappointing after enjoying so much of the game previously.
