If you got no Ranger Citadel or sidekick warnings I doubt you will have any real problems.
I have not found any other merchants that I know for sure restock, but the mechanic is clearly something that exists in the game in some fashion, so I avoid killing them just in case.
The most advantageous outcome is to:
1. Go to them fully loaded with valuable stuff to sell, (they have no apparent limit on scrap/cash)
2. Explosives and other light valuables are best, some pistols and knives also have a high value to weight ratio.
3. Sell all your inventory to them (careful selling your weapons as you still have to kill them)
4. Kill them and then loot them to recover all your items.
I was able to walk away like 10,000 richer each time without even being encumbered.
The one in the prison happy valley zone. After you get his cart un-stuck then you can trade with him then he goes away and you never see him again. If you punch/hit or fail at animal taming on his goat after selling then the vendor will attack you. From my trials none of your followers will even object as you attacked a goat, not a person. Note this is also an awesome way to get some good gear early in the game if you can manage to locate the prison and get there you can give yourself a pretty good head start on gearing.
Another one is the vendor in the temple of titan, (only works if you chose to kill the mad monks). You can get much of the questing in the area done, then just before you side with the DBM you kill the vendor named "Monk Lobber". Loot him and then trigger the Diamondback Militia Sequence, then the vendor is replaced with the DBM vendor and you're none the worse for wear but a whole lot richer.
