Past that, I don't know - just got there myself.
I read that initiating the salt quest line was bugged or otherwise impossible since noone knows how you are supposed to do it.
Another of the vote quests could be in the weapon shop with the little thief. On my second run through here I failed to initiate the election questline as I solved the Bastion leadership drama first and the broken man no longer gave a hoot about Veronica. This quest didn't happen. So unless I failed to initiate this quest in some other way it could be election related.
The low spoiler hint is that gaining Veronica's trust is the key to integrating the Gods Militia part of the Hollywood/Griffith saga and leads to the election which is the Hollywood half of what looks like the canonical area resolution. Don't worry about the manny photos for now, that will become clear later. Manny's henchman is just decoration. What has Heidi asked you do about Veronica and why? What do your NPC party members have to say to you about Veronica and what does everybody in town say about Heidi?
I did not find a way to get to see Shwag without breaking in. I have never found a way into Hotel California through peaceful means either nor any reason to go there peacefully, but that may be becasue of the decisions I made (roughly speaking goody-goody).
Only 8 years late (But hey, Google spit out this thread when I was looking for an answer to the Grauman-blackmail quest line. No one answered the question, so here goes;
You can go to Veronica and simply type "Manny". She will then tell you about the possible blackmail situation.
For Schwag your only option is to kill him, he cannot be convinced to surrender or to change his vote. Heidi will not do anything about the slavers. You can either brute force the door or hack the nearby computer to open it. You'l have a short conversation before he attacks. If he is alive during the vote he will vote for Heidi.
For the Blackmail you wold of gotten a quest when the voting starts to try getting his vote. He would of asked for the blackmail material to secure his vote. I assume since you already gave him the blackmail once the voting starts just return to him and he'll vote for Veronica.
As for the Salt problem that's actually a quest for later after the vote was completed and you've done the correct quests in the Gods Militia.
You can enter the Sewers and clear it out early but you will be sent back down there again to finish the quest.
