I didnt pass the hard-ass checks so I never really found out about the details of the plot.
Without the details I was favored towards Tori, Manners seemed like some crazy tyranical dude executing people every month because of some silly reasons and he seems to enjoy it as well, the guy is nuts, but Tori is just a power hungry ♥♥♥♥♥ and would be just as bad if not worse.
So after trying a couple of outcomes, saving and reloading i chose Manners to win and drove Tori out of the Angel and collected her head later on.
Without passing the initial hard-ass check with Elizaveta i chose Tori to win but I just felt used after she took over as she makes a mess of things and the Robbinsons are ♥♥♥♥♥♥♥♥, if you do however pass the checks and you learn all the details of the plot choosing is easy.
Imo choosing Manners is the best way to go in this situation even though the guy is a freak and a tyrant and loves executing people for no reason.
I always try to look it at the situation at a later date when the Rangers are taking over everything, who would be more open to negotiations. That is why the Diamond backs, the Red scorpions and those silly monks had to be wiped out as well in my playthrough.
Are you talking about the hard-ass check with Elizaveta after Fletcher is "escaped"? You don't have to confront her, but you need to ask around. There is one key NPC, and I believe that in order to get information from him, you need to do something. The key NPC is high on shrooms (can't remember his name, to the right side, before Elizaveta). I believe that if you get the stored shrooms in the storage behind him, he'll feel well enough to tell you about who helped Fletcher escape. Then you can confront those that helped Fletcher and get him back.
It doesn't matter if you expose the plot immediately, or just before the execution. If I remember correctly, Fletcher himself can give you info about the plot as well, but I am not sure.
I choose Manners as well, because even though he (they) has different ways of doing things, he is trying to help people. Tori was a side character compared to Manners, and that "ultimate power" ♥♥♥♥♥♥♥♥ would only result in more problems in my opinion. And Manners is a key character; he is voiced, why should I choose Tori over? :P
About the other things. I made peace with Red Scorpions. There is a peaceful way to solve that stuff, and in the end, basically they admit they were wrong, they are new to this protection thing, and willing to listen to Rangers on how to help people. Their intentions of helping people is legitimate. And I wiped Monks out. Helped DBM to seize the canyon, but didn't give them the nuke - disarmed it. I wish there was an option to send the nuke to Ranger Citadel. I also made peace in RNC, and helped mutants in Darwin Village, but kept their secret.
Had I know a bit more about Vargas' intentions, like future plans, I could've tried to act accordingly, but as it stands, we cannot protect the whole area, hence my reason of trying to find peaceful solutions everytime.
About those Red Scorpions.
This Danforth murdered a whole town, inlcuding all the women and children, enslaved countless others and did you see what he did to that ranger he has in the prison, all because he was a little pissed off ?
He is a scumbag and a sorry was not going to cut it so it was time to pay for his crimes, retribution was swift and just, screw him, the people where thankfull with him gone, he wont be missed
The Diamond backs where just ruthless and did not give 2 ♥♥♥♥♥ about the common people, and the Monks where just nuts and a liabilty, I feel I made the Wasteland abit safer :)
That's why in my opinion those ASS skills are worthless, because what ONE person doesn't tell you, using the ASS skills on them, another person will give you the info you need without requiring any ass skills.
All the ASS skill do, is cut down on the number of people you need to talk to in order to figure something out.
Thinking about it, entire 2nd "episode" of the game feels a bit disconnected. Dialogue wise, especially. You click one button, and someone tells you about the entire plot. And you click another, and the entire plot is revealed. Dialogue in LA area just feels weak in general, and disconnected as I've said.
By the way, if you haven't been to Hollywood, be careful there. You can "prematurely" acquire some stuff, or discover some things, because there aren't any artificial barriers. That'll cost you a few dialogue lines, and create a confusion probably.
If you find some "illicit photos" in a safe, don't pick them up. Also, if you see a sewer enterance, don't go in immediately. Explore the town, meet with people first.
For Scorpions stuff Danforth is a really cool misguided hatefool person. I mean They ruined his childhood and he swore revenge on it. There is no actual morality or education system in Arizona so he shouldnt be able to seperate right from wrong. From what i read while talking to him he wasnt even aware of red scorp were hurting people in his name. When you confront him on this he slurrs a little. So i cut him some slack and enjoyed fighting side by side with him and Reina
Are there any solution like "KILL THEM ALL"( Manner and Tobi). Smth like new good leader? I am trying to do it for the whole day and it seems not to be real.

Yup, unfortunately I did BOTH of those things before I read your post :/
You can kill them all. But civilian citizens will attack you. Bith sides. You are basically forced to wipe out entire angel oracle. And probably loose a ranger or two in the process (difficulty dependant). I don't know if that's good or bad when the story ends, but a lot of civilians are in Angel Oracle just to be protected and have food.
I wiped out the city when they asked me a ranger as an hostage. But after that i was standing in blood lake and i realized i just wiped a community out of the map, possibly giving the worst idea about ranger, and thus enforcing God Militia and Matthias bad radio chattering about me. Also my sniper was killed by meson cannons, people at rodia used to trade with them...
So i reloaded and sided with manners, breaking my rule "never give weapons, never give hostages". But in the end it turned out better. One of the mission objectives is to help people and make them percieve Rangers are there to help.
No you're not, in my previous playthrough, Angel Oracle was left, with everybody in it, and they also had a nice arrangment with a local rancher for his beef
Of course you are ot forced to wipe angel oracle. If you read my post entirely and not the first line you would understand.
OP Asking: if you fight both Angel Oracle factions, is there a third party that takes control of the area and give an alternate resolution?
ME answering: No, if you start shooting someone inside Angel Oracle you are forced to wipe out the city since everyone, civilian included, belonging to both factions, become hostile.
The most viable solution is to side to one of the two factions, so you get better rep in LA human communities, have a large trade hub, have many sidequests, have a cheap doctor, etc, etc, etc.
But honestly they do everything to upset you, expecially when they ask one of your team as an hostage.
My RP solution was: they are too many to fight, they have meson cannons, and too many civilians would be involved and killed in the fight. So i gave the hostage. Then i learn that the execution planned was for personal onterest, not to fulfill insane manner rules that would have been more dangerous. Also they eat human flesh after they hve executed them. So they don't kill to eat, but they eat after having killed for other reasons. And you can disable their fridge.
They are almost insane, but there are far worst situations out there, and since they are linked to many other communities i decided to let them go on with mister manners. The robbinson leader was too obsessed with her personal power, ultimately a long term threat more dangerous to mister manners.
Misunderstood your post
