my logbook says Rick Baychowski doesn't want help but theres like no info on what I should do

Rick is exactly where Red says he is. In a cell at Ranger Citadel.

when in the RC go towards the bomb maker guy. But when you go through the first set of doors to your right there is a guard standing by some doors...that takes you to the jail where Baychowski is.

I have a situation where Rick doesn't seem to be recruitable...does anyone else have this issue? I already have two companions when I first meet him, and I've since dismissed one, but he still isn't recruitable...
