Dekkar Firehawk and his dogs? Bug?

This guy in Los Alimitos is looking for his two dogs. I cleared the place, found both dogs, but it doesn't give me the option to tell him I found them, what am I missing here?

Yeah like when I approach them, I can't interact with the dogs, and they won;t follow me at all, they just walk around. any tips?

I used animal whisper to get the dogs to follow me. A toaster also has a dog whistle which you can give dekkar, I did so after already completing the quest but maybe it'll bring the dogs to him if you don't have strong enough animal whisper.

Yeah I found a toaster, but no dog whistle, is there only one toaster in the area?

I found the dog whistle from long beach, from a safe or toaster, i don't remember. After i gave it to firehawk, he gave me 50 boiled eggs which the dogs were supposed to like, but i "used" them all on either dog, they still wont follow me. A bug or something. You need animal whisper in this mission after all i guess.

I think this must be a bug. I found both of his dogs too, and when I return to him there is no option to say "Your dogs are right over there, it's safe", I only have the option to say "I haven't found them."

still seems bugged or limited to resolution through 'animal whisperer' only. fixed the guy, got the eggs, dogs don't care. whistle won't work on the dogs because the game won't let me use it. only thing i can do is give it to Firehawk. have animal whisperer skill of "one" which rates as impossible, so i don't know if that approach will work or not.

I used whisper on the dogs just fine, but later, after completing that quest, I tried to give the whistle to him and there was no dialogue; i couldn't give him the whistle.

Dekkar said Maniac Jake loves to eat 50 eggs in one sitting, so I think maybe you have to feed Maniac Jake all 50 eggs one by one non-stop and fast. I fed it one egg and stopped for a moment, it says egg has lost effect on it. It wasn't easy as it keeps moving around and is tiny to pinpoint mouse on it. Luckily, I saved special for that. When and if I have patient, I'll try that. I don't know what to do with Cool Luke, I'll wait and see after done with Jake.

It seems giving the dog owner the dog whistle is just a reward because he keeps losing his dogs. Separate to that is returning the dogs themselves, which requires animal whisperer at least level 4. The eggs can be used on dogs or people to temporarily give Action point and Accuracy boosts. They don't lower the dog's whisper level threshold.

Reward is about 200 scrap and about 300 exp.
