It's a white item without "junk" at the corner

Had the same question and found a similar lack of answers, and I figure if Google doesn't know, nobody does. ;)

My guess is that they're vestigial, if you will, that the devs forgot to delete them after removing/altering a side-quest. I have a hard time believing that they're actually useful but no one's figured out how. There's just too many players with OCD out there. :)
