Add in the fact that Fallout 1, Fallout 2, and Fallout Tactics bundled is probably less money than Wasteland 2 then the answer is obvious.
WL2 isn't a bad game itself it's just a very mediocre one who couldn't live up to it's promise.
You get a wider array of dialogue that expands more fully the story of the world, the locations and the people with a wider range of lore.
The companions in WL2 also have more flavour to them than those in either of the Fallout's, where they will give you a very light history about them, then go silent for the rest of the game, with the only real depth to any of them comes from taking Sulik to his home village if you apply the Restoration Patch Project, otherwise they are just very shallow who level in a specific way that cant be altered, the only change you can enact with them being pretty much limited to equipping items.
Your interactions with towns in WL2 has a wider range of effects in how other towns respond to it, as opposed to the Fallout's where each town was a self-contained entity where other locations really didnt matter except for the purpose of progressing the plot, and if you just completely ruined a town in the FOs, nobody cared enough to comment on it, in WL2 they will reference it and bring up your failures.
I have rose tinted glasses when it comes to the FOs as I still own my original discs with numerous digital backups spread out all over the place so I will always have access to them in case my discs are damaged but I can freely admit that the narrative wasnt fantastic. Over the last 17 years, I've poured thousands of hours into those games so I know them extremely intimately, and honestly, there is no significant difference in narrative quality between the Fallout's and Wasteland 2.
The most significant difference between them, is options. WL2 will throw you into combat a lot, because it is at its core, an action RPG. In the Fallout's you can get through the whole game without taking a single life once outside the initial start areas, but, for the options you are given in those, WL2 gives you another set.
You can use dialogue skills to get a different resolution to an area, open up another path, or say you have an attribute thats really hindering you but you are unable to do much about it without another attribute point or two, well you can charm an animal for a boost to that stat, as well as throwing on a trinket which can also improve it. Your team allowing you greater flexibility in your actions and choices because they are have skills that you can tailor to make up a shortfall whether in combat or just in actions you can take.
So i would say Fallout 2 or 1 if you have a computer like mine who doesnt like Unity.
W2 would need to dispense doughnuts and handjobs to live up to the copious amount of hype it generated, so judging it based on that alone is unfair.
To answer the question at hand, based on their prices, Fallout 2 is where I would dump my money. But I would get it from gog because as I understand it, Bethesda(or someone they hired) did some recoding and I would much prefer the version I know best.
I couldn't agree more. People worship that terrible peice of crap and act like it's the only game engine in town.

If you're not satisfied with the setting of Wasteland 2, then yes, I would suggest checking out Fallout first.
Oh that sucks big time. Luckily I got it before then so it's still in my collection. It may be too late to buy the old version anywhere now though. Thank god I have so many backups.
Good to hear btw that im not the only one who has Trouble with unity engine.
Sadly there are much Games out there where i think first ,,nice Game'' and then i see the Name of my Nightmares...Unity.
You're not alone. It's the bane of my fps experience. I don't buy anymore if it's a unity game. The unity logo means it's a no-go.
