Hollywood is not the only place where you have to do things in a very very specific order to complete quests. Pretty much all of them are designed like that.
It's not a huge problem for me because I sided with Ascension McDade and established communication with the Citadel. However, on the way to the tower, Sanctity White's guys attacked me while yelling that we just stood and watched. When returning from the tower, the Penitent guards attacked me as well. So I Brute Forced the gate control and shot down the turrets and guards by the tower gate, before killing the guards outside the main gate. Heidi then came in, declared victory and left.
Maggie is hiding behind her shop, and the only thing I can do is to shoot her (she's hostile). Luis Bermudez is only shouting that we killed them all.
Apparently, I haven't done things in the right order here. There is only one singular order in which you can talk to characters in order to progress quests in this game. If you talk to someone before you should, while not having some random objects with you that you picked up in a ditch in a completely unrelated place, you break the game. This arbitrariness is by far the most negative aspect of this game, because otherwise it is a good game in many ways.
I hope the sequel fixes these issues.
Edit: btw, I killed everyone both outside and inside and this allowed Bermudez and the Penitents to escape.
I already put McDade into power but I had to run Heidi out of town and go back to Griffith to help McDade again before the pentinents and Maggie would leave.
Go talk to Alex in Los Feliz and make him come with you to save his brother in Penitent Quarters
Go to Penitent Quarters by the Bastion Gate and release Luis and everyone else
