Can you not sent new recruits straight to the Citadel?
So, if you come across a recruitable character, you HAVE to put them in your party and take them to the Citadel yourself? You don't get the option to tell them to go there themselves if your party is full?

That seems kind of... stupid. Basically means you have to dismiss someone every time you come across a potential recruit... then go to the Citadel to report them as a recruit and pick up your previous party member.

You can dismiss new member. Go in Citadel and tell them about him. You don't need to drag him there for this.

I tried that with Scotchmo. Talked to him, didn't have room do didn't pick him up. Went to the Citadel and didn't have any option to talk about him.

Went back, dropped Takayuki for Scotchmo and brought him back, then I was allowed to talk about Scotchmo. Who I then dropped so I could get Takayuki back.

Thats because He's not a recruit until you recruit him. As in put him in your group. You should be able to skip the dragging to the citadel part. Swap him in, then dismiss him and grab your other guy back.

Well. I think you need to take him in squad. Then dismiss and take guy who you dismiss. O_o

No they don't (unless there is some bug i don't know about)
You can dismiss one of your team, and they will stand around waiting for you untill you leave the current map you are on. Then you can talk to the new guy, dismiss him right after, and pick up your other squady again.
The new recruit will make their way to the citadel on their own.

Well, I was trying it in the Rail Nomad Camp, and when I dismiss someone, they run off.

I'm further in the game now, at Darwin. I had the mutant girl show up and dismissed Takayuki, and he didn't run off this time. So maybe it was a glitch with that zone or something.

So, if you dismiss a member of party for a new one they don't go back to citadel and you lose them permanently? Boy, would have been nice to know how that worked, I thought once recruited they returned to the citadel when dismissed.

They're supposed to go back to the Citadel.

At least, once you've got access to it. Don't know what happens before that.

So no one knows if it's safe to dismiss someone BEFORE you unlock the Citadel?
