Prison timing?
Ok so, I just got advice about the guy who knows where the rad suits are and he's in the citadel prison, I've done the ag center and etc, is this the time to do the prison? The difficulty seems to jump rather powerfully here. Am I supposed to go back, get the rad suits, and come back through the prison later in the game?

Technically, the guy who can give you the lead on the rad suits isn't inside the RSM prison itself, but in the community outside it ("Happy Valley", which is where you start when you enter that location from the World Map).

Once you find out how to get to him (which does not require storming the prison and wiping RSM out, FWIW) he'll give you some information that you're supposed to follow-up on in order to get the rad suits so you can go look for the rumored settlement of Damonta. Returning for the prison itself isn't your main priority at that point.

I took the rad suits as an invitation to explore the World Map more, because they're good enough to protect you through radiation zones marked '3' -- for instance, you can easily get to Rail Nomad camp without worrying about the rads.

(and yes, the guy whom provides more detail is in the Citadel prison. Talk to him, talk to the jailor, and follow up on what you find. The rad suits are the objective, again so that you can get to Damonta.

If you didnt farm up encounters on the world map your in for a steep difficulty curve even at Rail Nomad Zone, your still needing some more levels and better gear for best outcome there. Yes if you just left Ag Center and hit up Prison your in for a world of pain.

Raiders
Wreckers
Rail Thieves
Red Skorpion Militia

Now would be a good time to buy that gear you've been staring at over at Ranger HQ. The armor is really sweet stuff too.

You can clear out the first half/2 screens of the Prison, but you absolutely are NOT going to be able to fully clear it out on your first visit.

Unless you bring like... 50 rockets.

Probably weapons first. Mid-tier weapons are so ridiculously more ammo-efficient they save you quite a bit -- not just bullets, but healing since you kill faster and take less damage. This isn't a huge issue if you're farming near a source of free healing, but is more important if you're exploring locaitons and thus can't just skip out to a doc.

Would be nice if the armor mechanics were documented somewhere. Armor is relatively expensive compared to weapons -- a tactical vest (armor 4) is something like 750 scrap, and it's not very clear how that interacts with damage computations.

The prison is made up of several areas. The first area is relatively enemy free, you'll get some quests here and you will find the guy who tells you what you need to do next here. You could go on to the next area and attempt it but it's not required and you won't be able to get into the prison yet anyway. I did the first two areas of the prison before going back to citadel where you'll get a few more quests that you can do before tackling the main quest line again.
