Once you find out how to get to him (which does not require storming the prison and wiping RSM out, FWIW) he'll give you some information that you're supposed to follow-up on in order to get the rad suits so you can go look for the rumored settlement of Damonta. Returning for the prison itself isn't your main priority at that point.
I took the rad suits as an invitation to explore the World Map more, because they're good enough to protect you through radiation zones marked '3' -- for instance, you can easily get to Rail Nomad camp without worrying about the rads.

Would be nice if the armor mechanics were documented somewhere. Armor is relatively expensive compared to weapons -- a tactical vest (armor 4) is something like 750 scrap, and it's not very clear how that interacts with damage computations.
