Entrance to Highland Irrigation Tunnels?

I feel like the solution to this is simple, but I admit I'm stuck.

In Highland I've cleared out the town and have talked to Kate to get the quest to go into the irrigation tunnels. I imagine they are talking about the sealed swer entrance that is near that the wall and the lift that brings you up and down.

I can't find a way to open that sealed door, though.

The only other entrance that I found that is near a statue that takes you to a small save with a (at least for now) useless key and a safe you can't open.

How do you get the sewer door open, and if that's not the entrance to the irrigiation tunnels, where are they?

You can dig up this hole with a shovel (i.e. the one lying at the grave where the game started), but it does not exactly lead where you want to go. The entrance to the Highpool irrigation tunnels is through a build. It has a travel icon in front of it, look for it east of the cage where their prisoner is.

Sigh, I still can't find the build going into the highpool tunnels. What's around it?

Never mind, I finally figured it out. Didn't know it was in the control room and you had to manipulate the power switches.

Oh I see, that was the problem. Had not thought that was the problem because the NPC tells you that in her dialogue.
