Press booth with mr manners

Everytime I go into the press booth combat starts fairly quickly. I'm just trying to find out how to talk to mr. manners. Also what's the best way to destroy the meson cannons without using three rpgs

1. talk to the dude, fletcher I think it was, then his wife, then try to leave the area, this will trigger letting you talk to manners, you will see why.
1.A, be sure to dismiss a party member before talking to Manners and getting your other party member back

2. Use lasers, or snipers

Dismiss a party member before talking to manners? Won't be go back to the new makeshift base then?
