There's a follower you can recruit in the citadel at the start who has hard-a so no need to take that.
don't rely on her too much though.... also whoever uses the speech skill gets a small xp bump. i'd reccomend spreading them across three different characters, the skill check climbs pretty quickley.
i know using smart ass i never had to fight any of them.
that's really odd. you got bugged out or the interface wasn't working correctly, but you can put points in any of the skills right from the start. and i don't know i read this corretly or not but if you've only got one character with a weapon then yeah you're gonna want to start over. as far as fixing the radio tower, it's nice for an XP boost to whoever does it but it's not necessary as far as progression goes.
