The only arguable dump stat is CHA as some NPC's need your pooled (the combined total of every party members CHA) CHA stat to be at a certian level. I don't think Leadership skill bonuses stack, so you'd have to REALLY want those particular NPC's to make it worth the investment.
Luck was viable in Beta for making a maximum crit chance build, but these days, I have no idea why it's even in the game... Actually it does come into play in LA but it's so trivial you may not even notice it.
Yes, but in the grand scheme of it all Luck has no value right now, and it will not unless they massively boost it's bonuses or increase the gain of Attribute Points after creation.
