Where is the Dragoon Sniper Rifle?

Feels like I searched everywhere in Seal Beach but I can't seem to find it. Does anyone know where it is?

I played around with that one. My problem with it is it is a one shot rifle. I finally just use the standard 50cal sniper rifle. When fully modded it does the job fine out to long distances and fires more then one round (without reloading every round) and that fires a little quicker with the proper mods. I had it just as a collectable.
