Brother Thomas hasn't shown up

I'm making my way through California and I've just finished doing the last of the Hollywood and Bastion missions and Brother Thomas has yet to show up. Could I have missed something/him?

Bother Thomas doesn't show up in Santa Fe Springs till you activate the radio in Coliseum, he isn't connected to Hollywood or Griffith.

Do you mean the radio at Angel Oracle? I've already set the repeater there

After I repaired and put the repeater unit on the Rodia tower, I went back to Santa Fe Springs and he showed up at the gate.

Okay I think I realised what it was. Is Brother Thomas supposed to show up after you've done both Angel Oracle and Rodia? I've attached the repeater to the radio at Angel Oracle but I never got it on the one in Rodia. I tried fixing it with my repair skill but critically failed and now can't interact with it. Virgil won't help either because I didn't do his quest. Is there any way to fix that radio tower now, or am I just locked out from getting Brother Thomas?

You mean you didn't help Virgil? Why not? By the way, I think there's an alternate way to repair the Rodia radio but I don't quite remember what it is.

I decided to do it Dante's way and lock his wife in the shed. Virgil will not speak to me now. I looked it up and it looks like the only other way to repair it is by using parts from the radio that was destroyed in Highpool/Ag Center, and I never grabbed them. I think I'm just screwed out of repairing Rodia's radio tower and by connection, getting Brother Thomas.

Despite what the flavor text says you can repair the Rodia radio with mechanical repair, but the check is quite high.

Thats the thing, I already tried to. I critically failed and can't use repair on it again.

You're wrong about the parts from Highpool/Ag Center, they're for repairing the radio tower in Rail Nomad. You're supposed to use the parts that are near the radio in Angel Oracle.

Oh, well, you could try gutting the Angel oracle radio and use the parts to fix Rodia's radio. No idea if you can after using the repeater there but it is worth a try. Also try to do it without being seen and escape through the steam tunnels or you will get a lot of angry mannerites.

Well since Virgil won't repair it and I'm unable to mechanically repair it now, I'm assuming I am completely unable to repair it.

You should still be able to repair it with the parts from the box-like-thing-a-majig next to the place where you cram the repeater unit in the Angel Oracle radio, even if you've critically failed at using your skill to repair it. So try the advice above (the advice from srlapo).
