However, he popped up in Lost Alamitos but is hostile. I can't proceed further into the zone without him auto-combating me. When he dies, he drops the Owl of Minerva as per usual; but I can't loot it without the robots becoming hostile for daring to loot any of resources in the area.

Similar thing happened to me, except I didn't turn in any Cat Litter yet and he appeared in the scrapyard. I suppose he's just meant to pop up there again?
