Anyone you dismiss (then leave the map without) heads back to HQ and waits in the cafeteria. Cause the game is 3D they might be hiding behind a corner there, so look carefully.
If you get the offer for someone to join, you do need to add them to your party at least once before leaving the map. Example: Chisel asks you to join, you have seven party members, say yes, get asked who you want to dismiss, pick Chisel to dismiss, he decides you didn't want him at all.
But, if you swap him in for someone else, then swap again, he counts that as a Yes and will hang out at HQ waiting for you.
So yeah, look for them at HQ in the eatery, don't worry about the dismiss button, it's not Fallout 3 or something where you have to chase them down again.
DC has the same dismiss bug as Wasteland 2 did. Whereas the bug has been fixed in regular WL2, it has not been fixed for the DC. When the bug IS fixed, Ralphy will appear in the Cafeteria, at the back right corner. Scotchmo will appear on the back left corner if you ever get and then dismiss him.
One thing I noticed is that their HPs (when you hover the mouse over them) are quite low when they are waiting in the Citadel, but they return to their normal levels (what they were when they were dismissed from the party) when re-hired.
