I did two runs of the game and saved Highpool both times. Highpool was being attacked by raiders. Ag Center was being attacked by their own hair-brained experiments gone awry. Neither of these are the rangers' fault, but raiders are what we're equipped to deal with, and water is more important than mutant eggplants that try to eat YOU. If you have water, you can grow crops somewhere else, so yeah, Highpool every time.

The crazed murderous experiments were caused by sabotage and not the scientists actual actions(except the crazy anti-ranger cultist one). Which really sucks for them.

Of course it's really moot because by the time you reach Highpool is when you recieve Ag center's SoS. Also Ag center is harder and takes longer than saving highpool, unless you count the time you gotta waste to get the townspeople of Highpool to like you and not immediately join your local rival organization.
