And for recent games with actual good tactical combat check out Xenonauts. It is UFO remake, a really good one, better than Xcom from 2012.
It's very similar since both games have cover systems and use action points. As far as combat depth I would say they're about even. Shadowrun has more combat related abilities, but Wasteland 2 has various different status effects that can happen as a result of combat (concussions, broken bones, etc.)
Shadowrun also has better level design and more challening encounters.
I am not even going to try to compare it with D:OS, as that game is on whole other level than WL2.
Because I am completely positive that the combat system in WL2 will be much better than having no WL2 in the first place. This game doesn't have to be perfect. It just needs to massage my nostalgia while giving me a rich world full of interesting characters to enjoy.
And this time, I'll be sure to write down anystupid bomb disarm codes - I owe that to the mayor and his dead wife.
