[SPOILER] Can't find Fletcher.

I followed the footprints to his escape route. Talked to his wife, Mr. Manners, the guard who gave me the mission, the two guys who dragged him off, and even that Tori.

I've been in the the steam tunnels, but I didn't find anything besides the robot guy.

I've read that I need some speech skills to unlock some other conversation, but I don't have them. Do I just have to search the wastes for him, or should I just free my party member from prison and kill all those well mannered ♥♥♥♥♥?

They'll send you to Chauvin and Cronk, Chauvin and Cronk will place a spot on your map to find Fletcher. You can then continue the questline.
Or after talking to Eliz and Rodger you can go straight back to Mr. Manners and tell him that Tori Robinson is planning to overthrow him, and he will release your party member and the quest will finish, and you will receive a quest to go kill Tori.

Cronk just acted like he didn't know anything and sent me to Chauvin. Chauvin didn't do anything either, nor did Elizibeta or Tori. I haven't heard anything about a plan to overthrow Manners either. I guess I'm screwed. Going to have to bust my guy out and kill them all.
