Preparation G can be given to Captain Sadler of the Diamondback Militia in Titan Valley. You only have one chance to give it to him, and it requires choosing the right dialogue option. It nets you a unique sniper rifle as a reward. In the Director's Cut version, I believe it also requires a minor social skill check to get that dialogue option.
The Glass Gecko Bong can be traded to Mr. Gekko in Rodia, in exchange for a skill book that grants +1 Barter skill.
The Walk of Fame Star is a tricky one, because it's not directly given to anyone. There's a spot on the fence around Rodia that has a star-shaped hole in it, which you can spot using the passive Perception skill. You can use the Walk of Fame Star on the hole to fill it, and one of the nearby guards will reward you with a unique shotgun.
EDIT - Oh, the secret skill is Combat Shooting, which can only be learned from a hidden skill book that you can find at the Bastion of Faith. Only one character can learn it, but it basically lets them critically hit with every attack they make.
You can unlock it by talking to the merchant outside of Ranger Citadel in Arizona. If I recall correctly, you have to enter a password while talking to her (using the "write-in" keyword system). I don't recall what the password is off the top of my head.
