You'll just have to the counter timing down, or come back later after getting the lightning step. I beat her with the scythe as well after just getting the counter timing down. You could also switch to a spell build and stay back, spamming spells with Pure Crystals for free sync gauge.
The scythe should be one of the bigger weapons right? Try to interrupt her combos with your own attacks, but do not spam under any circumstances. When she takes a parry stance, hit her with a well-timed charged attack as she drops it. Aside from that, liberal use of weapon skills with good stagger/pancake potential and, obviously, learn parry timings.

She is responsible for most of my deaths that were not caused by gravity during my playthrough. ♥♥♥♥ her up!
I tried for god knows how long, the timing of the parry is so annoyingly tight, it's like trying to crack a safe just like in any movie, but with hearing impairment.

I did end up killing her though, i had to disable Voices, i couldn't stomach her constant moaning. AAAAAGHHHHHH RUN AWAY....................UUUUURRGAAAGGGHHhhh.........
i killed her in ~10-15 tries as follows:
using fire defense, all defense, all resistances, counter no cost;
switched from corrupted scythe to corrupted longsword (by then you should have the blue sword and could use it as well, but i pref the bleed proc),
stats: 35 hp, 35 str, 35 dex rest as you please (after 35 the dmg gain drops significantly is what i noticed)

every attack is parriable so parry the hell out of her to get her sync to 0. i did NOT use weapon abilities especialy not the scythe since it gave ursula huge openings to attack me and costs tons of sync. so just good old parry and autoattacks. phase 2 is not really any more difficult id say its easier. aim for using max. 1 or maybe 2 heals in first phase. i beat her with i think 4 pots left.
finally killed that overtuned**** thanks u guys
I found regular dodging to be the easiest way to deal with her personally. Also learning how Blader fights work with their Sync Rate, how to open them up for Fatal Strikes and change her attack patterns to easier ones.
This boss took me six hours. I actually missed Consort Radahn. One neat trick is the holy embracer weapon skill actually jumps over some of her attacks. Once I landed some parrys and staggered her it was just a matter of finishing the fight before the infection status took hold.

The first time I saw she had a second phase my soul left my body.
I had more problems with stutters than with Ursula herself. Like I'm doing okay, countering attacks and stuff and then the game randomly stutters for 5 seconds and stops responding to controls while Ursula kicks me in the ass. Really "fun" experience and it happened multiple times during a fight.

Anyway, the best way to defeat her is to learn the timings of her attacks. She is easy to counter in the first phase. The second phase I was running and healing constantly with random counter here and there. When she uses laser beams ability she is vulnerable to attacks so it's the best time to stay in the center near her and unload the weapon combo.

dodge and if you have it already there is a normal seal that makes the parry not use any sync. since any of her attacks can be parried this is good thing to along with the fact that the parry can be used to interrupt her as well.
I quit because of this boss. They have her so overtuned and unpredictable that it isn't even fun anymore. They seriously need to work on this games balance.

well i had trouble at first too, with both ursula and loskid. when i learned what moves to parry and the timings i only needed to heal maybe once or twice. parry makes the blader bosses very easy
Parry, really it changes all, Use slayer, collapse , scattered stars, burst seal sync rate gain massive and massive damage from parry aka the fatal strike, Trailblazer seal spell for attack power boost.

Dual wield is weaker, you need to keep pressure and spam ,unless certain Special attack like Blader swords rapid slashes for stagger and knockback. Two handed weapons have best damage , reach and stagger potential. I used winted Foliage. Two handed weapons are easier to learn and use overall. They are devastating.

She is hard yes but overrated you will find far harder and unforgiving bosses in Elden Ring /DLC or Sekiro.

I learned to parry to beat her (didn't use it before), in my opinion the easiest way to beat her
