Fishermen Sidequest?

I've looked up sidequest guides and none of them include this one, presumably because it's a one-off and not a multi-tier quest. At the Sunken City Overground - Top Apron site (first teleport site in the area), below the Moose Caravan merchant but before you get into the actual "dungeon" with enemies is a nondescript female NPC. She asks if you've seen a Fishermen with a pointy hat and you can only tell her you haven't seen him to which she replies he should have been back a while ago.

I'm pretty far past that point into the city proper and with access to the Hunters lodge. And I did a pretty thorough sweep of that entire area but found nothing so clearly I missed something somewhere.

Does anyone know where the guy she's asking about is? Is it just a random enemy I have to fight or is he a unique NPC or dead body I haven't found?

From what I remember, he's hidden behind a car on the broken overpass when you first teleport into the area.

he may look like a dead person but he is breathing. he looks like the enemies but his clothes are black.

Are we talking the underpass you first teleport to and ride the elevator up to the branch or are we talking about the underpass that you teleport to a bit later in the level?

Because I did find one guy in black in the area where you first teleport in just before the elevator but he's dead-dead and there's no interact button. If it's the place you first teleport in at is he on the entry side or the side with two church enemies?

These are the only guys in black clothes I can find down there? Wrong spot, somewhere different in the same area (even though I feel like I've hugged all the walls) or maybe it's time gated and I was too late?

if i remember correctly he is behind a bus, and you can get to him before you go up the elevator. If you continue down the road where he is, there's a church enemy on the highway and another one far away shooting projectiles. if you cant find him, then he is probably dead.

From the branch, backtrack to the elevator, and stick to your right upon exit.

Thanks, honestly I ran past this man like six times. I have no idea how I didn't see him when returning from that end of the area, I guess I was too focused on the girl sniping me but still. Ugh. Thanks again.

Follow-up question: what is the point of this interaction? I told her the truth and gave her something, she replied something along the lines of "I knew it, what's the point of going on", and then... nothing as far as I can tell? Next time I went to see her she was gone and nothing in her place. Do we find her somewhere else?

The Cold Therapy +50 for your seal. After giving it to her proceed to the Survivors Stronghold branch. Go forward drop off the ledge, on your right will be an open traincart, when you exit turn left instead of going forward towards the obvious path, fight a two headed necro. In the traincart behind it is a memory that won't be there if you don't do the quest that gives you the Cold Therapy seal.
