Yes. Even the items that come with the Deluxe Edition and Pre-Order bonuses can be obtained throughout the world. So to all of us who pre-ordered the Deluxe Edition, we paid extra money for nothing.

Deluxe comes with ArtBook, no? I didn't check it much, because there are too many spoilers.

Yeah feels a bit false-advertisy, though I didn't check the store page to see if it said "Get these items early". I assumed being a timed pre-order AND a deluxe edition that without deluxe and without pre-ordering you wouldn't get them. The maid outfit you get from the pre-order I got from a vending machine in the second region, which was pretty early on. Vending machine in the 3rd region sold the Sai's from the deluxe edition.
