I did try playing around with settings:
when using wacom pen, toggling left handed and right handed mode does fix inverted controls but only on one axis and the issue still remains: Hammer is between maximum top and right position comparing to the pot. If a hammer was a clock hand it would always be between 1 and 3 o'clock. It does move, but only in that range.
I was able to verify, using precision mode on the tablet, that the pen is able to reach any postion on the screen and even so, the hammer was still stuck. Wacom mouse does work like a regular mouse. I would also add that while useing pen, I tried disconnecting all other pointer periferals, mouse and laptop touchpad.
