Are the controls intentionally bad?
This is a game I should be enjoying, but the problem is the failure never feels like it was my fault. The combination of slow camera tracking not keeping the pot-man in center of screen as well as the cursor "correction" towards the hammer result in hammer movement that is not player-driven.

As an example, if I start to fall with my hammer straight up and move my mouse right, the hammer will go out in the direction of 2 o'clock. As I fall the pot-man moves down from vertical center. This changes the angle from the pot-man to my cursor and thus the hammer angle goes towards 1 o'clock. At the same time, my cursor starts to move down and slightly left towards the hammer head. If I want to maintain the same angle, I have to move my cursor more right and down. What does that action produce? A push-off from the wall to my right, sending me further careening into the pit. If I do nothing, I fail to grab anything despite extending my hammer to the right because the game moved it automatically.

This is a cheap game and I'd like to play it rather than refund it, but it's not good enough as is. Is there any hope of this being fixed or at the least for there to be options to fix this?

Your example is normal. It's something you get adjusted to over time. If you pushed off as you said, it means you moved your mouse too fast - you have to ease into it, going from super slow to the speed you want to be going

The #1 place that you'll get stuck on, the place every player gets stuck on, requires you to more or less master the problem you're having in order to pass it

A great example of how the learning curve for this game worked for me:

First clear: 8-10 hours (I restarted a few times so I'm ballparking)

Second clear: 43 minutes

Current best, about 12 clears: 7 minutes 32 seconds

The game all but requires you to master a section before you can clear it. Idk if you've seen the full game or not, but if you have I can put together a clip to show where I had the most problems with the example you gave, and how I eventually figured it out

Before I realized how the physics ties in with the camera rotation, this is what I was doing:

If you watch the cursor (It blends in with the cliff so it's a bit hard to see, sorry ;o;) you can see that I was moving it WAY too far right, causing my angle to go from my intended 1 o' clock, to 3 o' clock. This caused me to bounce backwards off of the cliff. This was caused by me moving my mouse right in a clockwise arc while trying to catch the lip of the cliff

If you watch the cursor, it never really leaves the hammer head.

The biggest difference here, and the #1 thing that keeps me from falling to my doom nowdays, is that instead of arcing my mouse, I just go in a straight line to where I want the hammer head to be positioned. After my initial push, I arced up and right clockwise, but once I got to where I wanted the hammer head to be, I stopped arcing and started pushing my mouse toward 1 o' clock. This keeps the hammer from over compensating and is significantly more precise
